My understanding of the fuel jug thing was it related only to sales... So only the "approved" fuel cans could be sold. Consumers can do whatever. HOWEVER I would guess that private and / or sanctioned events could make their own rules about what they allow... I have never actually seen or known someone who got a ticket for having/using one of the old style.
